Savannah’s three nearest neighbors that are cities are Garden City, about five miles away, Pooler, about seven miles away, both in Chatham County, and Richmond Hill, about 11 miles away across the line in Bryan County. Georgetown, closer at about three miles, is unincorporated, so it has no city government or city tax rate. This page puts official figures for the four cities side by side, one topic per table, with the same year for every place. It does not rank them.

What this means for you

  • The city rate is where the four differ most. Savannah’s 2025 city rate was 11.749 mills; the other three were between 3.981 and 4.197. Garden City, Pooler and Savannah all pay the same Chatham County and school rates.
  • Richmond Hill is a different county and school district. Its county and school rates, and its schools, are Bryan County’s.
  • Check the address, not the mailing city. Tax districts and school zones follow parcel lines, not ZIP codes.

Property tax rates

Rates are mills (dollars of tax per $1,000 of taxable value) for tax year 2025, from the Georgia Department of Revenue’s 2025 millage rate report (PDF). Georgia taxes homes at 40% of fair market value.

The same report lists a 0.940-mill Chatham Area Transit district levy. In the county’s 2025 parcel digest, Savannah’s parcels carry the transit district code, as do 712 of Garden City’s 3,454 parcels; Pooler’s carry none. Chatham County’s Special Service District rate, 6.502 mills, applies only in unincorporated areas.

2026 rates are still being set. Savannah advertised keeping 11.749 mills, according to our property taxes guide. Pooler’s millage page says its council adopted the full rollback rate, 4.096 mills. Richmond Hill’s 2026 proposed millage page proposes 4.981 mills, a net increase of 1 mill that includes replacing the city’s eliminated fire fee.

Exemptions. Homestead exemptions are filed with each county’s Board of Assessors: the Chatham County Board of Assessors for Savannah, Garden City and Pooler, and the Bryan County Board of Assessors, 912-756-3209, for Richmond Hill, which says exemption amounts are set by the county, not the city. Savannah’s exemptions, including Stephens-Day, are explained in our property taxes guide.

How to check an address

  • Which city is a parcel in? Look it up in the Chatham County Board of Assessors’ records search or, for Richmond Hill, with the Bryan County Board of Assessors, 912-756-3209. The tax district on the record decides which city rate applies.
  • Which schools? Enter the address in the Savannah-Chatham school system’s address lookup, or ask Bryan County Schools for a Richmond Hill address.
  • What will the tax be? Multiply 40% of the fair market value, less exemptions, by the total millage. The Chatham County Tax Commissioner, 912-652-7100, handles county and school bills for the three Chatham cities; the method is in our property taxes guide.
